Abstract: | First paragraph: A defining feature of contemporary governance is its variegated nature. It comprises non-market as well as market based technologies of power, that work through the social capital and social bonds that bind people together. No longer is the state expected to solve all of society’s problems. Rather individuals are to be mobilised to take control of their own well-being and destiny, through policies which emphasise voluntary endeavour, self-determination and local control. The flip side of this devolution of autonomy is however heightened responsibilisation, and the retrenchment of the role of the state in public life. |
