Abstract: The Panel was asked to make recommendations on how a Scottish Digital Network could be established and funded, taking as a starting point the conclusions of the Scottish Broadcasting Commission. The key requirement for the SDN is to "provide a secure and sustainable source of competition to the BBC for public service broadcasting within Scotland".
