dc.description.abstractFirst paragraph: On October 2, 1990, the political leaderships of both Slovenia and Croatia officially proposed a new confederal agreement to the four other republics of the Yugoslav federation. If it had been accepted, the proposed Yugoslav confederation (or the Union of Yugoslav States that the proposal suggested as an alternative), would have turned Yugoslavia into a loose association of independent states, each of which would be recognized as a sovereign state—both by other members of the confederation and in the sense of international law.en_UK
